Step 1 — Use the Vehicle Information app
Open the app, type the registration number, tap 'Owner Details'. Returns: owner's first name (full), middle name (masked **), last name (masked) and registering city. Format works for cars, bikes, autos and trucks.
Step 2 — Cross-verify on Parivahan
Visit parivahan.gov.in → 'Know Your Vehicle Details' → enter registration number. Should match the app output. If it doesn't, the app may be cached — Parivahan is the source of truth.
Step 3 — For full address (legal request)
Full owner address is no longer public. To obtain it for genuine legal need (e.g. accident, fraud), file an FIR or RTI request through the relevant RTO. Police get it within 24 hours; civilian RTI replies in 30 days.
Step 4 — For second-hand vehicle purchase
Match the visible first name against the seller's Aadhaar / PAN before paying. If the masked name doesn't match the seller's identity, the seller is not the registered owner — walk away or insist on transfer first.
