How to Find the Owner of a Vehicle by Number Plate (India) | Vehicle Information

After a hit-and-run, a parking dispute or before paying lakhs for a used car, knowing the registered owner of a vehicle matters. India's vehicle records are public — but the level of detail you can see has changed under recent privacy rules. Here's exactly what's available, and how to access it legally.

Step 1 — Use the Vehicle Information app

Open the app, type the registration number, tap 'Owner Details'. Returns: owner's first name (full), middle name (masked **), last name (masked) and registering city. Format works for cars, bikes, autos and trucks.

Step 2 — Cross-verify on Parivahan

Visit parivahan.gov.in → 'Know Your Vehicle Details' → enter registration number. Should match the app output. If it doesn't, the app may be cached — Parivahan is the source of truth.

Step 3 — For full address (legal request)

Full owner address is no longer public. To obtain it for genuine legal need (e.g. accident, fraud), file an FIR or RTI request through the relevant RTO. Police get it within 24 hours; civilian RTI replies in 30 days.

Step 4 — For second-hand vehicle purchase

Match the visible first name against the seller's Aadhaar / PAN before paying. If the masked name doesn't match the seller's identity, the seller is not the registered owner — walk away or insist on transfer first.

Why are owner names partially masked?
Since 2019, MoRTH masks personal data on Parivahan to comply with the Personal Data Protection guidelines. Only first name + city is fully visible by default.
Is the masked owner data accurate?
Yes — VAHAN is the live RTO database. There is no third-party data layer. Updates from the RTO reflect within 24-72 hours.
Can I find the owner of a hit-and-run vehicle?
Note the registration number, file an FIR. Police pull the full address from VAHAN within hours. Civilians cannot get the address directly.
What if I only have a partial number?
Partial number lookups aren't supported. You need the complete registration number (state code + RTO code + series + 4 digits).
Can I find the owner of a number with FANCY or VIP series?
Yes — the same lookup works regardless of plate type, including BH series, fancy numbers and dealer demo plates.
