How to Transfer Vehicle RC Ownership in India (Step-by-Step) | Vehicle Information

When you sell or buy a used vehicle, the legal transfer of ownership happens at the RTO — not when money changes hands. Until the RC is in the buyer's name, the seller remains liable for traffic challans, accidents and tax dues. Here's the exact process for 2026.

Step 1 — Collect documents

RC original, Form 29 (notice of transfer, signed by seller), Form 30 (application by buyer), insurance copy, PUC, sale agreement, buyer + seller Aadhaar / PAN, NOC from financier (if loan was taken), 2 passport photos.

Step 2 — Apply online on Parivahan

Visit parivahan.gov.in → 'Online Services' → 'Vehicle Related Services' → choose your RTO state → 'Transfer of Ownership'. Fill application, upload documents, pay fee online.

Step 3 — Visit RTO for inspection

Schedule a visit using the auto-generated slot. Vehicle inspection takes ~15 minutes. Officer verifies chassis number, engine number against the documents.

Step 4 — Pay transfer fee

₹300-₹500 for two-wheelers, ₹500-₹1500 for cars (varies by state). Smart card RC fee additional ₹200. If transfer is between states, road tax is reassessed.

Step 5 — Receive new RC

Smart card RC delivered to buyer's address by speed post within 7-21 working days. Track via Parivahan portal until 'Dispatched' status.

Can I sell without transferring RC?
Legally, no. Form 29 (notice of sale) must be filed within 14 days of the sale. Without it, you remain liable for the buyer's actions.
What if the seller's signature on Form 29 is missing?
Transfer cannot proceed. Track down the seller, or file an indemnity bond + affidavit + FIR (if seller absconded) and apply for transfer with court order.
Do I need to transfer insurance too?
Yes — within 14 days. Failing this voids your claim if you have an accident.
Is there a deadline for transfer?
Form 29 must be filed within 14 days. Form 30 within 30 days. Late filing attracts a small penalty (~₹500).
