Step 1 — Collect documents
RC original, Form 29 (notice of transfer, signed by seller), Form 30 (application by buyer), insurance copy, PUC, sale agreement, buyer + seller Aadhaar / PAN, NOC from financier (if loan was taken), 2 passport photos.
Step 2 — Apply online on Parivahan
Visit parivahan.gov.in → 'Online Services' → 'Vehicle Related Services' → choose your RTO state → 'Transfer of Ownership'. Fill application, upload documents, pay fee online.
Step 3 — Visit RTO for inspection
Schedule a visit using the auto-generated slot. Vehicle inspection takes ~15 minutes. Officer verifies chassis number, engine number against the documents.
Step 4 — Pay transfer fee
₹300-₹500 for two-wheelers, ₹500-₹1500 for cars (varies by state). Smart card RC fee additional ₹200. If transfer is between states, road tax is reassessed.
Step 5 — Receive new RC
Smart card RC delivered to buyer's address by speed post within 7-21 working days. Track via Parivahan portal until 'Dispatched' status.
