Eligibility — who can get BH plates
Only Central or State government employees, defence personnel, and employees of PSUs / private companies with offices in 4+ states / UTs are eligible. Self-employed and most private workers don't qualify (yet).
Step 1 — Verify eligibility online
Visit parivahan.gov.in → 'Vehicle Related Services' → choose your state → select 'BH Series'. Login with mobile + Aadhaar. Upload: Form 60 (employee certificate from organisation HR) + service ID card + employer letter.
Step 2 — Calculate motor vehicle tax
BH plates have a unique tax model: paid in 2-year blocks. <10 lakh ex-showroom vehicles: 8% of cost. 10-20 lakh: 10%. >20 lakh: 12%. Diesel vehicles +2%. EV -2%.
Step 3 — Pay tax and apply
Pay 2 years' tax upfront on Parivahan. Application is processed centrally — typically takes 7-21 days. New BH-series number assigned by VAHAN automatically (you don't choose digits).
Step 4 — Renew tax every 2 years
Reminder via SMS / email 30 days before due. Pay online — no RTO visit. Failure to renew within 60 days converts plate back to old state code (with re-registration penalty).
