Step 1 — Pay road tax dues at current RTO
Visit your current RTO with the RC, pay any pending road tax / motor vehicle tax. This is required before NOC can be issued.
Step 2 — Submit Form 28
Form 28 (NOC application) — 4 copies. Attach: RC original, insurance, PUC, FC, address proof of new state, sale receipts (if applicable).
Step 3 — Police verification
Local police verify the vehicle isn't involved in any open case. Takes 7-15 days. The RTO files this internally — you don't need to follow up unless delayed.
Step 4 — Receive NOC
After police clearance, RTO issues the NOC. Valid for 6 months — re-register in the new state within this window.
Step 5 — Re-register in new state
Visit the destination RTO with the NOC + Form 27 + new state insurance. Pay road tax of the new state (often refundable from the old state pro-rata). New RC issued in 15-30 days.
