How to Surrender RC of a Scrapped or Permanently Disposed Vehicle | Vehicle Information

When a vehicle is scrapped, exported, or permanently destroyed (fire, flood, accident write-off), the RC must be surrendered at the RTO. Failure to do so means the registered owner remains liable for road tax, challans and any future misuse of the number.

Step 1 — Scrap at authorised RVSF

Under the 2021 Vehicle Scrappage Policy, only Registered Vehicle Scrapping Facilities (RVSF) can scrap. They issue a Certificate of Deposit (CoD) — your proof for RTO.

Step 2 — Cut chassis number

RVSF cuts a piece of chassis bearing the VIN. Some RTOs require you to bring this piece (or photographic evidence). Confirm with your RTO before scrapping.

Step 3 — File Form 35 + CoD at RTO

Form 35 = surrender application. Attach: CoD, original RC, insurance, PUC, chassis cut piece (if required), 2 passport photos. Pay surrender fee ₹100.

Step 4 — Receive surrender confirmation

RTO marks vehicle as 'Scrapped' on VAHAN within 7-15 days. Status visible publicly via Parivahan. Number plate cannot be reissued for 5 years.

Step 5 — Claim refund of remaining road tax

Pro-rata refund for road tax paid but unused. Apply with Form DT at the RTO — credited within 60-120 days. State EV concessions may apply if you scrap an old ICE vehicle.

Can I scrap without going to an RVSF?
Not anymore — since 2024, all scrapping must go through RVSF for valid surrender. Junk dealers cannot issue a valid CoD.
What if my vehicle was destroyed in an accident?
Write-off insurance settlement letter + insurance claim payment proof + chassis piece (if accessible) is acceptable instead of RVSF CoD. Confirm with RTO.
Do I get a discount on a new vehicle?
Yes — under the Scrappage Policy, a Certificate of Vehicle Scrapping entitles you to ~5-25% discount on road tax for a new vehicle (varies by state) plus 5% discount from carmakers.
What if I just want to stop using the vehicle (not scrap)?
Use Form 35 marked 'Cessation of use'. Vehicle stays registered but shows 'inactive' on VAHAN. Tax still applies.
Can I sell the chassis number to someone else?
No. Once surrendered, the registration number is locked for 5 years. Cannot be reused or transferred.
